"The market for Housing Management Systems [HMS] has been around since the early 1990s; this is when the first ‘integrated’ systems arrived promising a single database for properties and customers.
But since those far-off days, there has in my experience always been a problem with the way that technology has been made available to the sector. The supplier gathers requirements, writes the software, possibly issues it to some beta test customers specially earmarked [because they are ‘friendly’ and won’t make the supplier’s life too hard], then releases it to their customer base and hopes the users will like it.
And so Housing Providers have taken what they are given – which of course leads in some cases to frustration, restricted working practices, work-arounds on the dreaded spreadsheets, and worst of all for the Providers, a constant ‘churn’ of organisations having to go to market every 10-15 years to spend upwards of half a million pounds and two years of business disruption on procuring and implementing a new system.
This new system is always painted as the ‘holy grail’ during the sales process, yet often turns out to be an expensive example of ‘more of the same’, both in terms of customer/supplier relationship and actual software related benefits.
And, sadly, this is money – and time – which could be spent instead on building new homes and serving the people living in them."
